About this picture the dress historian

comes to the following conclusions:
 
It "has the look of an early amateur snapshot. The occasion is more difficult to interpret in this case, as there appear to be more than just family members here and females are predominant. As you suggest, it could represent a Methodist church or similar gathering, although the make-up of the group looks rather diverse for such an outing and perhaps it is a little informal. At a guess, the striped wooden building in the background may possibly indicate a sports-related building. Although some ladies are rather formally-dressed, the majority of people here wear relatively casual clothing for the time, indicating the likelihood of some kind of leisure activity that isn’ obvious to us from this image." About its date range she says: "In a mixed group female fashions always offer the best dating clues. Here the ladies’dress is quite variable, ranging from smart black matching bodices and skirts that gave the impression of a dress, to the more casual blouse, jacket and skirt ensemble that first came into vogue around the turn of the 1880s/1890s and became more widely worn over the following years.

The date is definitely the 1890s

: judging from some of the women’ bodice styles, from most of their sleeve styles, showing a narrow shape, shortened arm and small puff at the shoulder, and from some of their hats, the photograph was taken

quite early in the decade,

most likely c.1892-4.

its date range  is "firmly c.1865-69, the years 1866-8 being the most likely". She adds that it "has all the hallmarks of an early wedding photograph. If not, then this is perhaps a 5th or 10th wedding anniversary photograph". All this taken into account, the conclusion might be that it was taken in

when Anne Barber and Joseph Richey had their 5th wedding anniversary.
